(A) Any user found to be violating any provision of this chapter may a served by the Board with written notice stating the nature of the violation and providing a reasonable time limit for the satisfactory correction thereof. The offender shall, within the period of time stated in the notice, permanently cease all violations.
(B) Any user who shall violate any provision of this chapter shall be guilty of a infraction, and upon conviction thereof shall be fined. Each day in which any violation shall continue shall be deemed a separate offense.
(C) Any user violating any of the provisions of this chapter shall become liable to the Board for any expense, loss or damage, including attorneys' fees, occasioned the Board by reason of the violation.
(D) Nothing in this section shall restrict any right which may be provided by statute or common law to the agency to bring other actions, at law or at equity.
