§ 130.13 GENERAL RULES FOR SPECIAL USE OF COURTHOUSE SQUARE.
   (A)   Requests for special use of the Courthouse Square shall be made in writing to the County Administrator on forms provided by the Administrator. These forms shall be completed and be delivered to the County Administrator’s office at least one week prior to the intended use of the Courthouse Square. These forms can be obtained from the County Administrator’s office.
   (B)   No special use of the Courthouse Square shall commence prior to 6:00 a.m. and shall be completed no later than 10:00 p.m.
   (C)   All decisions as to events rests with the County Administrator. Any applicant may appeal the decision of the Administrator to the Executive Committee of the County Board within seven days after receipt of the Administrator’s decision.
   (D)   No admission charge may be charged for any event or use of the Courthouse Square.
   (E)   No solicitation for membership or for donations of any group or organization may be made at any time within the area of the Courthouse Square.
   (F)   No food or beverages may be sold within the areas of the Courthouse Square without prior approval of the County Administrator.
   (G)   The sale, distribution, or consumption of alcoholic beverages is prohibited within the area of the Courthouse Square.
   (H)   Items of any exhibit or display may not be offered for sale without the consent of the County Administrator. Items sold may not be removed from the exhibit until the end of the exhibit period.
   (I)   Neither the Courthouse nor the Courthouse Square shall be used to store any equipment, materials, or exhibits. Any such storage is to be provided by the user or exhibitor.
   (J)   The erection of any platforms, stalls, benches, tables, plus the erection of signs, banners, pennants, sound systems, and the like must have prior approval from the Maintenance Supervisor.
   (K)   Such users of the Courthouse Square shall be responsible for all expenses that may be incurred in connection with special events; such expense shall include, but not be limited to, erection or removal of platforms, tables, chairs, signs, banners, pennants, sound system, special lighting, and cleanup and restoration of premises to the same condition as prior to any such special use.
   (L)   Users of the Courthouse Square shall follow good housekeeping rules and be responsible for the removal of refuse during any event and the area of the Courthouse Square shall be left clean and in good order. Adequate refuse containers will be provided for use by the users of the Courthouse Square.
   (M)   Children or minors brought to the premises by users must be supervised at all times during any event on the Courthouse Square.
   (N)   Such users of the Courthouse Square shall provide all protection as may be needed to safeguard the premises against any and all damage to persons or property arising from the reasonable contemplated use of the premises.
   (O)   Such users of the Courthouse Square shall indemnify and hold harmless the County Board, its employees, agents, and assigns against any and all loss, damages, or expenses to persons or property of the county or a third party arising out of or who claims to have arisen out of any such use of the Courthouse Square.
