§ 130.11 MERCHANDISING, ADVERTISING, AND SIGNS.
   (A)   Vending and peddling.
      (1)   No person in the Courthouse and the Courthouse Square shall expose or offer for sale any article or thing, nor shall a person station or place any stand, cart, or vehicle for the transportation, sale, or display of any such article or thing except with the consent of the County Administrator.
      (2)   Any vendor who has obtained a license to convey food or beverage in the City of Pekin on a sidewalk adjacent to the Courthouse Square will not sell either food or beverages in glass or styrofoam containers. Additionally, any such person shall execute a consent for sidewalk or street vendors application on forms supplied by the County Administrator.
      (3)   No vendor shall block or obstruct any public way in the Courthouse Square or which provides access into the Courthouse Square.
      (4)   No person in the County Courthouse or the Courthouse Square shall advertise or call to the public’s attention in any way any article or service for sale or hire, except as specifically authorized by this chapter.
   (B)   Signs. No person in the Courthouse or the Courthouse Square shall paste, glue, tack, or otherwise post any sign, placard, advertisement, or other inscription whatsoever, nor shall any person erect or cause to be erected any sign whatsoever except with prior written authorization from the County Administrator.
