§ 130.06 PROHIBITED BEHAVIOR.
   (A)   Intoxicating beverages and controlled substances.
      (1)   No person shall use, possess, or be under the influence of any alcoholic beverages in the Courthouse or in the Courthouse Square unless specifically authorized by action of the County Board, the County Administrator, or the Sheriff.
      (2)   No person shall use, possess, or be under the influence of any controlled substances as defined in the Controlled Substance Act (720 ILCS 570/100 et seq.) or of cannabis, as defined in the Cannabis Control Act (720 ILCS 550/1 et seq).
   (B)   Fireworks, explosives, or rockets. No unauthorized person shall bring or have in his or her possession or set off or cause to explode or discharge or burn any firecrackers, torpedoes, other fireworks or explosives of inflammable materials, or any type of rocket or model rocket, or discharge, launch, or throw them into areas, from land or highway adjacent thereto. This prohibition includes any substance, compound, mixture, or article in conjunction with any other substance or compound which would be dangerous from any of the foregoing standpoints.
   (C)   Skateboards and other recreational vehicles prohibited on county property. See § 93.20.
   (D)   Fires. No unauthorized person shall build or attempt to build a fire in the Courthouse Square except in such areas and under such regulations as may be designated by the County Administrator. No person shall drop, throw, or otherwise scatter lighted matches, burning cigarettes, cigars, tobacco paper, or other flammable material within the Courthouse or within the Courthouse Square.
   (E)   Obstruction of public ways. No unauthorized person shall stand, sit, lie down, or otherwise obstruct pedestrian or motor vehicular traffic in any public way located in the Courthouse Square.
