No person shall throw, discard, or leave any unconsumed substance or waste in the Courthouse or the Courthouse Square. Litter may include, but is not limited to, any garbage, trash, debris, rubbish, glass, metal, plastic, or paper containers or other packaging material, any nauseous or offensive material of any kind, any object likely to injure any person, or anything else of any unsightly or unsanitary nature. All such litter must be appropriately disposed of in appropriate containers intended for the deposit of said litter.
