(A) Courthouse and Courthouse Square.
(1) No person shall willfully deface, disfigure, tamper with or displace, or remove any building, fountain, sidewalks, benches, walls, sprinklers, paving stones, paving material, water line, or other utilities or parts or pertinence thereof, signs, notices, or placards whether temporary or permanent, equipment, facilities, county property, or appurtenances wherever, either real or personal, located within the Courthouse or the Courthouse Square.
(B) Restrooms and washrooms.
(1) No person shall fail to cooperate in maintaining restrooms and washrooms in a neat and sanitary condition.
(2) No person shall use the restrooms or washrooms for purposes of bathing or shaving.
(C) Removal of natural resources. No person shall use, dig, or remove any soil, rocks, stones, trees, shrubs, plants, wood, or materials or make any excavation by tool, equipment, blasting, or other means or agency located within the Courthouse Square.
(D) Erection of structures. No unauthorized person shall construct or erect a building or structure of whatever kind in the Courthouse Square, whether permanent or temporary in character, or run or string any public service utility into, onto, or across such lands, except upon special written permit issued pursuant to this chapter.
(E) Trees, shrubbery, and lawns.
(1) Injury and removal. No unauthorized person shall damage, cut, carve, transplant, or remove any tree or plant or injure the bark, or pick the flowers or seeds of any tree or plant. Nor shall any unauthorized person attach a rope, wire, or other contrivance to any tree or plant. No person shall dig in or otherwise disturb grassy areas, or in any way injure or impair the natural beauty or usefulness of any area.
(2) Climbing trees, and the like. No person shall climb any tree or walk, stand, or sit upon any monuments, fences, fountains, or other property not designated or customarily used for such purposes located in the Courthouse Square.
