At the conclusion of the meeting, or any continuances thereof, the Committee shall vote as to its recommendation on the application, including any such conditions as the Committee finds may be reasonable and necessary to accomplish the purpose of the Act, and which are not inconsistent with the Act and regulations promulgated by the state’s Pollution Control Board, in the event the Committee recommends that the Board grant approval of an application. The recommendation of the Committee shall be in writing, specifying the reason(s) for the recommendation, and setting forth findings of fact for each of the nine statutory criteria. The Committee shall submit its report to the County Board as soon as practicable, or as otherwise provided by law.
