No site approval application shall be considered properly filed with the County Clerk unless:
(A) The application conforms with the requirements of this chapter as well as state laws and regulations. The requirements of this chapter are intended as minimum requirements and do not operate to limit the information that an applicant may provide in the application; and
(B) The applicant has previously entered into a host community agreement complying with the county’s waste management plan, and is in full compliance with said agreement.
