The county finds that:
(A) The continued availability of a natural, uncontaminated supply of water is an important and vital resource benefitting the residents of the county;
(B) It is in the best interest of the present and future residents of the county, both economically and in regard to health, that steps be taken to reduce the risk of contamination to the water supplies; and
(C) Restricting the number of future potential sources of contamination to the water supplies of the county pursuant to the guidelines established by this chapter and the state’s Groundwater Protection Act, being 415 ILCS 55/1 et seq. is a reasonable means by which to provide for a continued unpolluted source of water for the residents of the county and surrounding areas.
