(A) No person shall install a closed loop well system unless that person has registered with the state’s Department of Public Health as a closed loop well contractor.
(B) All persons who construct closed loop well systems in the county shall be registered annually with the Board of Health. A registration fee of $50 shall accompany the registration application. The registration shall expire on December 31 of the year of issue. The registration requirement shall not apply to a person who constructs a closed loop well system on land which is owned or leased by him or her and is used by him or her for farming purposes or as his or her place of abode.
