(A) The owners of all wells serving as the water supply for more than one residence shall register the same with the County Health Department on such forms as shall be furnished by said Department.
(B) OWNER is hereby defined as the person, firm, or corporation who holds legal title to the premises in which said well is located. If the owner is a firm or corporation, the owner shall also appoint a person to be in charge of the maintenance of said well and all service and trunk lines and his or her name shall be registered with said Department. Any change of the person in charge as herein required shall be promptly reported by the owner to said Department.
