§ 92.09 ISSUANCE OR DENIAL OF PERMIT.
   A permit may be issued or denied by the Chairperson of the County Board over his or her signature on behalf of the County Board after he or she is directed by a vote of the majority of the County Board. If a permit is denied, a notice stating the reasons therefor shall be mailed by certified mail to the applicant within five days of such action and the application fee be returned with said denial. The applicant may request a hearing before the County Board to consider the denial of the permit. The entire procedure of any such hearing shall be transcribed at the request of the County Board or the promoters and at the expense of the party requesting the transcript. If a permit is issued, it shall be mailed within five days after issuance to the promoters by registered or certified mail.
