The state’s Solid Waste Planning and Recycling Act of 1988 (415 ILCS 15/1 et seq.) mandates each county prepare a 20-year solid waste management plan. The law further requires that the plans be updated every five years. On March 27, 1991, the County Board initially adopted the county’s solid waste management plan. Subsequently, on August 28, 1996, the County Board adopted the county’s first five year update. The solid waste management plan was further updated June 13, 2001. This second plan update contains new requirements for host community agreements which are provided here for ease of reference.
