(A) No owner or agent of the owner of any land located in a proposed subdivision shall transfer, sell, lease, or offer for sale or lease any such land before a final plat of such subdivision has been approved in accordance with the provisions of this chapter and recorded. Whoever shall sell or lease or offer for sale or lease, any lot or block in any subdivision before complying with all of the requirements of these regulations, shall be guilty of a "petty offense" and shall be subject to a fine of $25 a day for each lot so disposed of or offered until such final plat is recorded.
(B) The subdivision of any lot or any parcel of land by the use of metes and bounds descriptions for the purpose of sale, transfer, or lease, with the intent of evading these regulations, shall not be permitted. All such described subdivisions shall be subject to all of the requirements in this chapter.
