11.40.010: DEFINITIONS:
BOOT: To attach a mechanical device to a vehicle that prevents the vehicle from being moved.
NONCONSENSUAL TOWING: Any towing of a vehicle without the prior consent of the owner of such vehicle.
NONEMERGENCY TOWING ASSIGNMENT: Means and includes towing of vehicles that have been involved in a collision, but have been removed from the scene; that have experienced mechanical failure, but have been removed from the streets or highways and no longer constitute a hazard; or that being mechanically operative, are towed for convenience.
TOW TRUCK: A motor vehicle which has been altered or designed, equipped and primarily used for the purpose of towing vehicles by means of a crane, hoist, towbar, towline, or dolly.
TOWING OPERATION: The business of nonconsensual towing, for compensation, of motor vehicles in the city, whether or not the towing extends beyond the city limits. Such business shall also include the storage of the towed vehicles, pending their return to the owners.
WRECKER SERVICE: Any entity which has tow trucks providing towing services to the public, or a private business, or which registers with the city or its designated representative to be on call for the police department on a rotating basis to provide towing services to move vehicles or remove motor vehicles to a place of storage.
