The city's designated animal control service contract provider, other agent designated by the city, or any law enforcement officer is hereby authorized and empowered to enforce the provisions of this chapter and to apprehend, to transport, and impound any animals found in violation of this chapter, or any licensed or unlicensed animal for any other violation of title 8 of this code, and to issue criminal citations.
