Any person harboring, exercising control, or having in his possession a dog in the off leash area shall have an off leash area permit/tag for such dog. An off leash area permit/tag may be obtained by submitting an application for an off leash area permit/tag to the division, utilizing a standard form acceptable to the division. The application shall be accompanied by evidence that is acceptable to the director or his designee of a valid dog license issued by the jurisdiction of the dog owner's residence and the prescribed off leash area permit/tag fee as set forth in the fee schedule in title 8, chapter 8.99 of this code.
