It is the intent and purpose of this title to establish and clarify the organization and operation of city departments and to provide for an orderly means of conducting the operation of city government. It is further intended that this title ensures cooperation, communication and coordination between the legislative branch, executive branch, judicial branch, and all departments of the city. All ordinances of the city shall be construed in such manner as to foster and promote such cooperation, communication, liaison, and coordination. (Ord. 10-05, 3-17-2010)
