14.56.090: PERMIT FEES:
   A.   To defray the administrative costs of processing the application, each initial application for a special event permit shall be accompanied by a nonrefundable fee of ten dollars ($10.00) for all events with an anticipated peak attendance of two hundred fifty (250) or less persons, and a nonrefundable fee of fifty dollars ($50.00) for all events with an anticipated peak attendance of over two hundred fifty (250) persons.
   B.   In order to promote, protect and assure the safety and convenience of the people in their use of public streets and places, the applicant for a special event shall provide police officers for the special event if the police department determines that the special event requires traffic control or police protection. The police department shall determine if police protection is necessary and shall determine the number of police officers required for the special event based upon such factors as: the date and time of the event; the route location and length; the anticipated traffic and weather conditions; the estimated number of participants and spectators; the nature, composition, format and configuration of the event; any prior events involving the same event or organization, and the estimated time for the event. All police officers provided by the applicant to satisfy the requirements of this section shall be Utah certified category 1 police officers. The applicant shall provide proof that the applicant has obtained the appropriate number of Utah certified category 1 police officers prior to the city issuing a permit. If the police department determines that the use of Taylorsville police officers is in the best interest of the city, the city may provide Taylorsville police officers and charge a fee for the service. The fee charged for Taylorsville police officers shall be calculated using the Taylorsville police department's average overtime hourly wage and shall be paid prior to the issuing of the special event permit.
   C.   The city may charge additional fees for city services incidental to the special event.
   D.   The following special events shall be exempt from the fees set forth in this section:
      1.   Parades of less than one mile in length;
      2.   School events in the immediate area of the school;
      3.   Events sponsored in whole by the city; and
      4.   Block parties and neighborhood gatherings. (Ord. 06-49, 10-4-2006)
