The owner or occupant of any building, place, or other premises having water and/or sewer connections, shall keep the water and/or sewer pipe lines and fixtures in proper condition of repair; and upon failure of the owner and/or occupant to make the necessary repairs within five days after notice of the defective condition, then and in that event, the service shall be discontinued by the Superintendent of the Department.
