Any person who shall violate any of the provisions of this chapter or plans issued pursuant to the authority contained herein, or willfully obstructs, hinders, or delays any member of the emergency management organization as herein defined in the enforcement of the provisions of this chapter or any plan issued hereunder shall be guilty of a misdemeanor and shall be subject to the penalty provided in § 10.99.
