Any person, firm, or corporation who shall fail or refuse to comply with the provisions of this chapter, shall upon conviction thereof, be punished by a fine of $25 or imprisonment for 30 days for the first offense, or both fine and imprisonment, in discretion of the court; a fine of $50 or imprisonment for 30 days for the second or subsequent offenses, or both fine and imprisonment, in discretion of the court, and each day that this chapter is not complied with as provided shall be deemed a separate offense.
