If the Town Board of Commissioners determines that the applicant is in sound physical condition, including good hearing and good eyesight, that the applicant is of good character and is qualified to drive a taxicab it shall order the issuance to the applicant of a license card authorizing such person to operate a taxicab within the limits of the town.
