Every owner shall keep a description of equipment at all times on file with the Town Clerk showing the make, model passenger capacity, date of acquisition, from whom acquired, the motor number and serial number, and the state and town license number of each taxicab for which he holds a certificate. No equipment shall be substituted for that described in the certificate, until it has been inspected by the Chief of Police or his authorized agent and approved, and the substitution or addition of such equipment has been endorsed on the operator certificate issued under this chapter.
