(A) Every sexually oriented business that applies for a new license shall pay to the town a fee of $1,000, which shall be non refundable if the license is issued. If the license is denied then one-half shall be refunded to the applicant. An application for renewal must be accompanied by a nonrefundable fee of $500. The fee required by this section is imposed for regulatory purposes and not intended to be a tax.
(B) A substitution of a manager of the business which occurs during the license year shall be filed with the Town Manager within 30 days of its occurrence, and a $100 investigation fee paid.
