The tenant or occupant, or if there is no tenant, the owner, agent, or custodian of every business establishment, church, nonresidential building, or lot of land bordering on any street in the town where there is a sidewalk abutting on either front and/or on the side thereof, shall within 24 hours after any fall of snow or sleet has ceased to fall, remove or cause to be removed from the sidewalks of their respective premises.
