(A) It shall be unlawful for any person to interfere with, hinder, or molest the Animal Control Department or its agents or animal control officers or veterinarians in the performance of any duty authorized by this chapter, or to seek to release any animal in the custody of such agents, except as otherwise specifically provided.
(B) It is a defense to prosecution under this section that the interference alleged consisted of speech only.
