The Borough Council is hereby authorized and directed to appoint a competent person as Plumbing Inspector, and fix the salary thereof, whose duties shall be to inspect all sewage connections, in conformity with the provisions of this subchapter and such rules and regulations as may from time to time be adopted by Borough Council or the authority.
