§ 154.157 OVERALL REQUIREMENTS.
   (A)   Suitability of land. Land shall be suitable for the purpose for which it is to be subdivided or developed.
   (B)   Hazardous conditions.
      (1)   Subdivisions or land developments subject to hazardous conditions (such as open quarries, limestone solution channels, presence of toxic substances, unconsolidated fill, flood prone land, excessive eroding land or contaminated water supply) shall not be approved until the developer has provided or has legally committed to provide adequate measures to overcome or eliminate the hazards, in the determination of the Borough Council.
      (2)   See the floodplain requirements of the borough zoning ordinance (as adopted by reference in Chapter 155 of this code of ordinances).
   (C)   Comprehensive plan. The subdivision or land development shall be designed with consideration of any applicable provisions of the borough comprehensive plan.
   (D)   Zoning. All aspects of a proposed subdivision or land development shall conform to the borough zoning ordinance (as adopted by reference in Chapter 155 of this code of ordinances) and all other borough ordinances and specifications.
   (E)   Nearby development. A subdivision or land development and its street pattern shall be coordinated with existing or approved nearby developments or neighborhoods to provide for harmonious development and to help prevent conflicts between different developments.
   (F)   Safety. No subdivision or land development shall occur in such a way that would significantly threaten the public health and safety, including hazards of toxic substances, traffic hazards, explosive hazards or fire hazards.
