§ 154.061 SKETCH PLAN SUBMISSION REQUIREMENTS.
   (A)   (1)   Prior to the submission of a preliminary plan, applicants are very strongly encouraged to submit a sketch plan.
      (2)   A sketch plan review often allows an applicant to save substantial time and engineering costs, because many concerns about layout and issues concerning borough ordinances can be resolved prior to detailed engineering, thereby reducing the need for future redesign at a more detailed stage.
   (B)   When submitted, sketch plans shall include the following information:
      (1)   Submission requirement. If submitted, ten print copies of the sketch plan and the accompanying application shall be submitted to the borough staff at least 21 calendar days prior to a regular Borough Planning Commission meeting in accordance with the provisions of this subchapter, except that a sketch plan for a minor subdivision or a lot line adjustment shall be submitted at least ten calendar days prior to such meeting.
      (2)   Drawing requirements. The sketch plan shall be drafted to scale and is recommended to include the following as applicable:
         (a)   Property boundaries;
         (b)   Significant topographic and physical features (such as quarries, waterways and steep slopes);
         (c)   Proposed lot and street layout with approximate areas of lots;
         (d)   Site data including:
            1.   Acres of entire tract;
            2.   Number of lots and types of dwelling units (if residential); and
            3.   Zoning district and major applicable lot area and setback requirements.
         (e)   Approximate north point and scale and preliminary name of project (may be owner’s name);
         (f)   Approximate proposed locations of any nonresidential buildings (if known) and proposed types of any nonresidential uses;
         (g)   A location map showing the general location of the project in relation to nearby streets (may be a photocopy of a USGS, borough base map or commercial map, with the site highlighted);
         (h)   Approximate location of any area within the 100-year floodplain (from Federal Insurance Administration map);
         (i)   Tentative approximate locations of any stormwater detention basins and any major stormwater drainage channels;
         (j)   For residential developments, whether the applicant proposes to dedicate common open space or fees-in-lieu of land, if required;
         (k)   Note stating general methods of providing water and sewer service, including sufficient information to show general feasibility of any proposed non-public central sewer service;
         (l)   Names of any adjacent nonresidential uses, and any zoning district boundaries in the area;
         (m)   Name and address of person responsible for the preparation of the plan and the date of preparation; and
         (n)   Approximate general locations of possible wetlands (may be “hydric soil” locations from the county soil survey).
