A “land development” shall be required to follow all of the same submission requirements, review procedures and other requirements of this chapter as a “major subdivision,” unless such land development only would involve the development of only one principal nonresidential use and/or a maximum of three dwelling units, in which case only a final plan submission and approval is required and not a preliminary plan submission or approval.
