(A) It is important to preserve open spaces in the borough for the following major reasons:
(1) To maintain the natural environmental processes and balances, ensuring adequate groundwater and high water quality;
(2) To provide an important psychological relief from developed areas;
(3) To preserve areas of scenic beauty and protect the semi-rural character of outlying areas;
(4) To preserve lands that are not naturally suited for development;
(5) To provide land for active and passive recreation, both presently and in the distant future; and
(6) To preserve habitat for birds, fish and other wildlife.
(B) Open space can be preserved in public ownership, private ownership or by a semi-public organization, such as an association of adjacent homeowners. The difference is how much use is allowed by the general public.
