It shall be the responsibility of any person constructing or renovating any structure in the borough to be responsible for removing all mud and debris from all vehicles and equipment prior to leaving the construction site and entering onto borough streets, and containing all litter and debris on the construction site. Any person failing to comply with any written notice, within a 24-hour period, shall be guilty of a violation of this subchapter and, following the expiration of such time limit, the borough shall have the authority to cause the work required by such notice to be done by the municipality or under contract therewith, and to collect the cost of such work, with an additional amount of 10% for administrative expense.
