Certain persons, municipalities and corporate entities are authorized to place overhead banners across State Route 1002 under the following conditions:
(A) The location for banner placement is at State Route 1002, Segment 0070, Offset 0690 (7th Street).
(B) The minimum vertical clearance will be 17 feet and six inches above the roadway.
(C) Banners will be erected not earlier than 15 days prior to the event and will be removed within two days after the event.
(D) The borough assumes full responsibility for erecting, maintaining and removing the device and all liability for damages occurring to any persons or property arising from any act of omission associated with the sign or banner.
(E) No more than 20% of the message on the banner will relate to naming or advertising a commercial product, enterprise, business or company.
(F) While erecting, maintaining and removing the banner, traffic control will be performed in accordance with the most current PennDOT Publication 213, Temporary Traffic Control Guidelines.
(G) The borough may charge a fee for services associated with the erection of the banner.
