No persons shall connect any dwelling unit, improved property, commercial establishment or industrial establishment, or any other facility hereafter described to the sewer system without first making application for and securing a permit, in writing from the borough. Such application shall be made on a form to be provided in the authority manual(s) entitled Individual Residential Dwelling Sanitary Sewer Connection Application Information and/or Project Manual for Sewer Construction.
