For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
OWNER. Any person having a right of property in any dog or cat or having custody of any dog or cat, or any person who harbors or permits a dog or cat to remain on or around his or her property.
RUNNING AT LARGE. Being upon any public highway, street, alley, park or any other public land, or upon property of another person other than the owner, and not be accompanied by and under the control by way of a leash, rope, chain or other physical instrument connecting the animal to the owner or any other person having custody of said dog or cat.
