(A) New permits. Each new user shall be assessed a fee for their initial permit(s). The amount shall be adjusted, where required, on an annual basis by the control authority through its user rate resolution.
(B) Renewal permits. Each user shall be assessed a fee each time their permit(s) is renewed. The amount shall be adjusted, where required, on an annual basis by the control authority through its user rate resolution.
