An Employee Suggestion Program is hereby created with the following rules:
(a) Any employee of the City, not including elected officials, shall be eligible to submit suggestions through the Suggestion Program.
(b) A suggestion shall be evaluated upon whether such suggestion is a practical, innovative idea or method involving efficiency in time or process, or whether such suggestion results in a significant documentable savings to the City.
(c) Awards for such suggestions shall range from twenty-five dollars ($25.00) to one hundred dollars ($100.00).
(d) Awards to any one employee shall not exceed one hundred dollars ($100.00) in any one calendar year.
(e) Such program shall be funded or charged to the Contingencies Account in the General Administration Programs.
(f) Determination of the merit and amount of such awards shall be made by the Compensation Board, whose decision shall be final in all cases.
