(a) No person owning or driving a vehicle hauling solid waste shall cause the collection transportation or transfer of such waste other than between the hours of 7:00 a.m. and 7:00p.m. in any area zoned for commercial, industrial, or conditional use.
(b) No collection, transportation or transfer shall occur on Saturdays after 4:00 p.m. or on Sundays.
(c) The Director of Public Service shall establish and maintain a schedule for the collection, transportation and/or transfer of solid waste. The schedule shall set forth the days of the week and the locations or areas where such solid waste hauling services shall be provided.
(d) The schedule shall be maintained in the office of the Director of Public Service and shall be available for inspection during normal business hours.
(e) Applications for exceptions to this section may be made to the Director of Public Service on a form provided for that purpose. Such exceptions shall be granted only when the applicant is able to demonstrate circumstances of great practical difficulty in the collection and transportation of solid waste in areas where there is heavy daytime vehicular and pedestrian traffic and a concentration of commercial or industrial activity.
