Each appointing authority is hereby authorized to expend without prior Council authorization an amount not to exceed five hundred dollars ($500.00) per event for coffee, meals, refreshments and other amenities provided that such event is in furtherance of a public purpose and is reasonably necessary to perform a function or exercise a power expressly conferred by statute, ordinance or City Charter.
