Upon receipt of full payment for lots the City shall execute and deliver a deed for such lot or lots unto the purchaser. Such deed shall reflect the total purchase price and shall contain a covenant that will prevent transfer of such lots to another other than the City; except by written consent and approval of the Service Director. The purchaser of such lots can only sell such lots to the City and the purchase price to the City shall be the same as that reflected on the deed.
