All sewer-gas traps shall be constructed in one piece, and shall be provided with proper hand holes, having a pipe carried to within one foot of the surface and properly covered, or constructed in such other way with the end properly sealed as shall be easy of access for flushing and cleaning, and acceptable to the Service Director or Health Department.
