(a) All openings made within the street lines for the purpose of laying any sewer or drain shall be done in open trench, all material for paving, flagging, curbing, and ballasting to be carefully removed and preserved. After the connection is properly laid, the trench shall be backfilled and puddled, tamped, or flushed, and the paving, flagging, curbing, and ballasting which has been removed shall be properly replaced, either by the City or by the person removing the same, as may be directed, but at his expense. All sewers and drains laid upon the street lines may be laid either in open trench, or in open trench and tunnel, as may be directed, in which latter case no tunnel shall enclose more than two joints of pipe without special permission from the Service Director.
(b) All openings and obstructions in any street shall be carefully guarded and protected at all times, and during the night time shall be defined by colored lights, and other precautions shall be taken as shall be necessary to guard against accidents, and at all times the work shall be so done as to cause the least inconvenience to property owners and the general public.
