No connection with any lateral, or branch sewer shall be made except at a regular connection or junction built in the same, unless under a special permit therefore from the Service Director, and no connection whatever shall be made to any sanitary sewer trunk or branch except under a permit therefore issued by such Director, and for such permit the following charges shall be made: For permits to cut into public property owned by the City, the sum of sixty dollars ($60.00) for a residential permit (1, 2, and 3 family) and one hundred dollars ($100.00) for commercial/industrial/multi-family permit plus an hourly rate for field inspection to be set at time of application.
