905.01 OPENINGS; PERMIT REQUIRED.

No person, firm or corporation shall make any opening or excavation in any street, highway, alley, sidewalk or public way or cut into any curb within the City unless a permit to make such opening or cutting shall have been obtained prior to commencement of the work, as hereinafter provided.
