Every owner, occupant, agent, and person having control of any lot or land in the City shall remove or destroy by lawful means all noxious weeds so as not to cause, suffer, or allow noxious weeds to grow on any premises as defined per Section 557.02. Noxious weeds existing on any lot or land in the City shall constitute a public nuisance.
