(a) No person shall nail, paste, stick or in any other manner attach any sign, device, poster, handbill or placard of any description upon any wall, door, or bridge or upon any public or private building or other structure, without the consent of the owner, or person or persons having custody or control thereof, or upon any post, or upon any pole used for the purpose of carrying electrical conductors.
(b) This section shall not apply to the posting of any handbill or notice of any public sale of property by any sheriff or constable, or to the posting of any notice required by law to be posted.

(c) Whoever violates this section is guilty of a minor misdemeanor.
