(a) "Business district" means the territory fronting upon a street or highway, including the street or highway, between successive intersections where fifty percent or more of the frontage between such successive intersections is occupied by buildings in use for business, or where fifty percent or more of the frontage for a distance of 300 feet or more is occupied by buildings in use for business, and the character of such territory is indicated by official traffic control devices.

(b) “Central Business District” means all streets and portions of streets in the City, within the area described as follows:
Beginning at the intersection of the southerly line of Monroe Street and the easterly line of the New York Central Railroad, thence easterly to the westerly line of Main Street; thence southerly along the westerly line of South Main Street to the centerline of Ten Mile Creek (so- called); thence easterly along the centerline of such Ten Mile Creek to the east line of South Main Street; thence northerly along the east line of South Main Street to the south line of Monroe Street; thence east along the south line of Monroe Street to the east line of Summit Street extended; thence north along the east line of Summit Street to the north line of Erie Street; thence west along the north line of Erie Street to the east line of the New York Central Railroad right of way; thence south along the east line of such railroad right of way to the place of beginning.
