There is hereby created the Records Commission of the City which shall consist of the Mayor or his appointed representative, as chairman, and the Director of Finance, the Director of Law and a citizen appointed by the Mayor, subject to confirmation by a majority of the members of Council, who shall serve until his successor is appointed and confirmed by Council.
