The City shall have a recreation commission to operate an ice rink and recreational facility leased from The Sylvania Savings Bank Company by the City or owned by the City, including any and all activities that may be incidental to, or compatible with, the operation of such an ice rink and recreational facility as such a facility. The Commission shall be known as the Tam O'Shanter Recreation Commission.
